With the Third Rome DLC Russia gets Siberian Frontier instead of regular colonists which is an easy way to colonize eastward. I don't know if the AI gets it without the DLC though. The Third Rome DLC unlocks a unique colonization system for Russia to model its rapid expansion into Siberia. Once a united Russia unlocks its second national idea

I've been thinking of finally getting EUIV but Honestly, Mandate of Heaven is the best EU4 DLC that Paradox has released in a long, long time. In my opinion, of course. I don't regret buying it, but it's still not $20 worth of content, frankly. So yeah, it's definitely worth getting on sale. Hopefully by that point Paradox will tidy it up and dial back Ming a little too. The sad truth is that you will absolutely need at least some of the most important DLCs to be realistically able to play the game at all. CK3. EU4 is a good game but to get the full experience you need to buy hundreds of dollars worth of dlcs. To enjoy CK3 on the other hand you don't need any dlcs because, well, there aren't any major dlcs yet. CK3 also has better UI and graphics if that's something that matters to you.
